One proposal for the IARU region 1 conference 2005 in Davos, HB9: Digital TV in the 1.3 GHz band ------------------------------ 1. Introduction In order to promote the development of digital ATV there is a need to determine a frequency segment in the usage column of the 23 cm band plan. UBA will promote DATV, based on the DVB-S system, with QPSK modulation. We propose to specify a random calling frequency in the 2m band. 2. Background As ATV becomes more an more popular, and the 23 cm band is more heavily used, people turn into more bandwidth efficient technologies like DATV. The current 23 cm band plan has provisions for ATV, but has no specific segment for digital ATV. In order to promote DATV, a specific segment should be reserved, not only to protect DATV users from other transmissions, but mostly to protect other transmissions from DATV. Users in different countries have already adopted de-facto 1284 MHz / 1285 MHz as centre of DATV activity The segment from 1.281 to 1.289 MHz is already marked for ATV usage and is used by some countries as de-facto DATV segment. UBA presented at the C.5. interim committee meeting of Vienna 2004 the proposal VIE04_21, which was reviewed and agreed. 3. Key points and proposal To specify a 8 MHz wide segment from 1.281 to 1.289 MHz for digital amateur television. Special attention has to be made to suppress unwanted sideband signals in order to protect to the EME and SSB segment. 4. Recommendation We recommend to follow the agreement of Vienna and to allocate the segment 1281-1289 MHz for DATV usage.
